Anne Lucey Named Senior Vice President for Regulatory Policy

NEW YORK, Sept. 12 /PRNewswire/ -- Gail MacKinnon has been named Senior Vice President, Washington, for the new CBS Corporation, it was announced today by Martin D. Franks, Executive Vice President, Planning, Policy and Government Relations, CBS. (Viacom Inc. is in the process of separating its business into two publicly traded companies which will include CBS Corporation). In this role, MacKinnon will be responsible for CBS's new Washington office, and all legislative, lobbying and liaison activities for the company with federal government entities. She will report to Franks.

At the same time, Anne Lucey has also been named Senior Vice President for Regulatory Policy responsible for managing regulatory issues pursuant to CBS's broadcast businesses. She will report to MacKinnon.

"Gail brings a combination of experience in government and the private sector that is rare in Washington. She is not only well liked on both sides of the aisle, she is well respected," said Leslie Moonves, Co-President and Co-Chief Operating Officer, Viacom and Chairman, CBS, who will become Chief Executive Officer of the new CBS Corporation after the Viacom split.

Gail MacKinnon has been Vice President Government Relations for Viacom. She joined the company in May 2000 after Viacom merged with CBS. Prior to joining Viacom, MacKinnon was Vice President, Federal Relations at CBS. She joined CBS in June 1997.

From January 1997 until she joined CBS, MacKinnon was Director, Government Relations for TCI. From June 1994 to January 1997, she was Director of Government Relations for Turner Broadcasting System, Inc. (TBS). During her tenures at TCI and TBS, MacKinnon lobbied the Congress and Federal Communications Commission on copyright and cable television issues.

MacKinnon began her professional career as Legislative Director to former U.S. Representative Jack Fields (R-Texas), who was the ranking Republican member on the House Energy and Commerce Telecommunications and Finance Subcommittee. She graduated from Georgetown University in 1985 with a B.S.B.A. in Marketing. She resides in Washington with her husband, Jeff, and their daughters Caroline Grace and Catherine.

Anne Lucey became Viacom's Vice President of Regulatory Affairs in 1998. Her primary focus has been on regulatory issues before various agencies and departments, especially the Federal Communications Commission, as well as trade and other international matters. Lucey joined Viacom in June 1996 as Counsel, Regulatory Affairs in the New York law department where she was responsible for all facets of FCC compliance for Viacom's television and radio stations.

In 1991, Lucey joined the FCC as an attorney advisor in the Video Services Division of the Mass Media Bureau at the FCC. In that capacity, she worked on assignments and transfers of television stations and was assigned to several media merger cases.

Lucey earned a B.A. and her law degree at the University of Maine. She lives in Arlington, Virginia with her husband, Alan Miller.
